BOE Docket No.2020-817 <br /> Page 2 of 6 <br /> JURISDICTION <br /> The BOE is an agency of the executive branch of the State of Louisiana, domiciled in <br /> Parish of East Baton Rouge, Louisiana. <br /> 3. <br /> The BOE is authorized to offer a Consent Opinion to Mr. Alford by virtue of La. R.S. <br /> 42:1141(C)(3)(t)of the code. <br /> FINDINGS OF FACT <br /> 4. <br /> On February 13, 2017, Mr. Alford was appointed to the Touro Bouligny Security District <br /> ("District")by the District Commissioners. The District is a special taxing district, created by Act <br /> 77 of Regular Session of 2005 of the Louisiana Legislature (La. R.S. 33:9001.10)for the purpose <br /> of promoting and encouraging the security in the area included within the District. The District's <br /> funding is used to pay for private security detail. The District is governed by a board consisting <br /> of nine (9) members (i.e. commissioners), who are residents within the District. District <br /> Commissioners are appointed on a rotating and staggered schedule of four-year terms and serve <br /> without compensation. Mr. Alford resigned from the District in April 2020, when he decided to <br /> sell his home and no longer lived in the District. <br /> 5. <br /> On September 11, 2018, the District discussed its need for mailers, yard signs, and <br /> postcards for a marketing campaign concerning a "Night Out Against Crime" event. Mr. <br /> Alford volunteered to handle the District's marketing needs related to the ``Night Out Against <br /> Crime" events. Mr. Alford approached Alford Advertising, Inc. to provide the required marketing <br />
