Alford Advertising, Inc. is owned by Mr. Alford's <br /> father, Robert Alford. <br /> 6. <br /> The District issued four(4) separate checks to Alford Advertising, Inc. totaling $3,435.74. <br /> All checks were signed by Brian Chamberlin, the District's Treasurer. Alford Advertising, Inc. <br /> only charged the District for the actual costs of the marketing materials and postage. The District <br /> was not charged for time, creative work, labor costs, or other charges ordinarily associated with <br /> the design and execution of the yard signs, mailers, and postcards. The total cost would have been <br /> twice the amount the District was actually charged. <br /> PROVISIONS OF LAW <br /> 7. <br /> La. R.S. 42:1112(B)(1) states that no public servant shall participate in a transaction <br /> involving the governmental entity in.which,to his actual knowledge, any member of his immediate <br /> family has a substantial economic interest <br /> OPINION <br /> 8. <br /> It is the opinion of the BOE that Evan Alford, in his capacity as a(former) Commissioner <br /> of the Touro Bouligny Security District, violated La. R.S. 42:1112(B)(1) by virtue of his <br /> participation in a transaction involving his agency and his father's business. La. R..S. <br /> 42:1112 13)(1) of the Code prohibits public servants from participating in a transaction involving <br /> his governmental entity in which, to his actual knowledge, an immediate family member has a <br /> substantial economic interest. Alford Advertising, Inc. is a company owned and operated by <br /> Robert Alford. Robert Alford is Mr. Alford's father. <br />
