BOE Docket No.2020-817 <br /> Page 3 of 6 <br /> 6. <br /> The District issued four(4) separate checks to Alford Advertising, Inc. totaling $3,435.74. <br /> All checks were signed by Brian Chamberlin,the District's Treasurer.The District was not charged <br /> for labor costs incurred in the design and execution of the yard signs and mailers. The total cost <br /> would have been twice the amount the District was charged. <br /> PROVISIONS OF LAW <br /> 7. <br /> La.R.S.42:1113(B)prohibits an appointed member of any board or commission,member <br /> of his immediate family, or a legal entity in which he has a substantial economic interest, from <br /> bidding on or entering into or being in any way interested in any contract, subcontract, or other <br /> transaction which is under the supervision or jurisdiction of the agency of such appointed member. <br /> OPINION <br /> 8. <br /> It is the opinion of the BOE that Robert Alford, in his capacity as the immediate family <br /> member of Evan Alford(a former Commissioner of the Touro Bouligny Security District),violated <br /> La. R.S.42:1113(B)by virtue of Alford Advertising, Inc. entering into a transaction with his son's <br /> agency and his being in any interested in that transaction. La. R.S. 42:1113(B) of the Code <br /> prohibits an appointed member of any board or commission, member of his immediate family, or <br /> a legal entity in which he has a substantial economic interest, from bidding on or entering into or <br /> being in any way interested in any contract, subcontract, or other transaction which is under the <br /> supervision or jurisdiction of the agency of such appointed member. Alford Advertising, Inc. is a <br /> company owned and operated by Robert Alford. Mr. Alford is Evan Alford's father. <br />
